Get engagement fixed audience samples

Estimate the fixed audience of an engagement. Send targetAudience and conditions in the body to preview a candidate audience without saving it. Returns { sample, count, limitReached, limit }. On an internal error the endpoint still answers 200 with an empty sample and count: 0.
